In the days leading up to little Blue Ivy's birth, Beyoncé and Jay-Z watchers were wondering when and where the couple would welcome their first child into the world. With sightings of a still-pregnant Queen B out and about in New York City, it seemed that it could happen at any given moment. The rumor mill was in overdrive just as Blue Ivy was born over the weekend — not that it hadn't been spinning wildly since Beyoncé and Jay-Z announced the pregnancy at the VMAs in August. "There were so many rumors leading up, in general, surrounding her pregnancy from the moment that there was a rumor that she was pregnant. Then, once she was pregnant, we saw over the last week multiple reports, and obviously the early ones are erroneous, that she had given birth," said David Caplan, who has worked at celeb magazines like Star and People. "So there was a lot of buildup to her finally giving birth. There was also a degree of suspicion, because there were so many erroneous reports out there. You had to wait a little bit to see what the conversation would be." Jay and B have yet to talk about their daughter's birth, leaving the confirmations to their friends and family on Twitter. That level of privacy has been key to not only this past weekend's birth, but Beyonceé and Jay-Z's relationship in general. "All those rumors that swirled around, that's because she won't play that game," HuffPost celebrity columnist Rob Shuter said. "I think that's because she kept it so private, because she has not spoken about this. She won't address the rumors, and I think that when you're that private and the public is that passionate, that's when rumors often start." The couple reportedly paid more than $1 million to have privacy at NYC's Lenox Hill Hospital. According to some reports, the couple requested so much privacy that some parents were prevented from seeing their own newborns. But the experts said that level of isolation is nothing new for celebrities. "It's very common for celebrities to sneak in and out of hospitals," Caplan said. "It's actually very easy for celebrities to sneak in and out. There's multiple doors in and out. They use decoys. There'll be someone who looks like a celebrity. You go at different times of the night. Hospitals are also, at the same time, hotbeds of activity, so it's not like you're going somewhere really quiet." "This was a very carefully arranged, organized hospital visit. Nothing was left to chance," Shuter added. "I suspect the conversations between her security team and officials with the hospital [went on] for several weeks. Working with big celebrities myself, these moments are very, very carefully choreographed. Not only because they want to protect their privacy, they also don't want to have a dangerous scene on their hands. Hospitals in New York and L.A. especially, where a lot of celebrities live, has people on staff that are there to make sure these things work very carefully and in a very private matter." Canadian Markets: Canada stocks pressured by weak data

SAN FRANCISCO (MarketWatch) ? Canadian stocks fell marginally on Monday as a pair of data indicated a lack of confidence in the economy.

The S&P/TSX Composite Index /quotes/zigman/20942 CA:$ISPTX -0.03% ?edged down 2.67 points to 12,185.97.

The Bank of Canada released its winter survey on Monday which showed that Canadian firms had a more pessimistic outlook with the balance of opinion on future sales growth dipping to negative 4 in the fourth quarter from a positive 6 in the third quarter.

?Responses to the winter survey suggest that the global economic outlook and concerns about demand continue to weigh on firms? expectations for business activity,? the central bank said.

The data is in line with a moderation in growth expected in 2012, according to a report from TD Securities.

?Focusing on the downside risks to the outlook, we expect that the bank will keep its overnight rate at an exceptionally accommodative level for an extended period of time. The threshold for additional accommodation is quite high and would most likely be triggered by the contagion of a financial shock from Europe to Canada. Otherwise, the theme of lower for longer will continue to carry the day,? David Tulk, chief Canada macro strategist at TD Securities, wrote in the report.

Statistics Canada also said building permits fell 3.6% to $6.1 billion in November, compared with an 11.6% increase in October.

Teck Resources /quotes/zigman/18188 CA:TCK.B -1.69% ?slid 1.5% and Potash Corp. /quotes/zigman/17857 CA:POT -0.79% ?shed 1.1%.

In currencies, the Canadian dollar eased against the greenback. The U.S. dollar /quotes/zigman/4867882/sampled USDCAD -0.4085% ?traded at 1.0272 in recent action, strengthening slightly from 1.0267 Canadian dollars late Friday.

In the meantime, a fresh range of pure-breed m4 drives is already available, looking much like their predecessors but now whittled down to a mere 7mm in thickness so they can be squeezed into ever-narrower crevices. Pricing starts at $119 for 64GB and tops out at $795 for 512GB -- like we said, not your average plane of existence.

High school college credit program gets a makeover

High school students in the Cape Fear region who want to get college credit will navigate a new program this spring.

Career and College Promise, the new college transfer program for North Carolina high schoolers, carves out three tracks that eligible students can enroll in. They can earn up to 44 credits from a community college that will transfer to any participating university or a certificate in technical community college programs. Career and College Promise consolidates all other dual enrollment programs, which included Huskins, concurrent enrollment and Learn and Earn Online.

Students can start taking classes through the program as soon as the spring semester starts. For most area high schools, that'll come at the end of January after exams.

High schoolers already in former dual enrollment programs in New Hanover County will be grandfathered in to the new program for the spring semester, said LaVerne Pickett, career technical education facilitator for the schools. After that, students will have to meet the new program's stricter requirements to participate.

Those new requirements open the program to only juniors and seniors. Students must enter the program with a 3.0 high school GPA and maintain a 2.0 GPA in college classes. Students also must earn a certain score on a diagnostic assessment test other than the SAT or ACT.

To take a class at Cape Fear Community College under old dual enrollment programs, students had to be 16 years old, earn a certain SAT score and be preapproved by their high school principal, said David Hardin, CFCC's spokesman.

Pickett said she felt the point of the new requirements was to make sure students could handle college-level coursework.

"Students accessing these courses are supposed to be college ready," she said. "This is just to ensure that students have those foundational skills they need."

But Brian Weeks, college liaison at CFCC, said the more stringent requirements could mean fewer students would sign up for the program initially.

"Eventually, with that bar set, more students are going to take the college classes seriously," he said. "We're going to see a little bit of enrollment decrease just because it is stricter."

The three specific pathways also limit the variety of classes students can take, Hardin said. But students can earn more credits in each of the pathways under the new program.

Those pathways also make the new consolidated program stronger than any of the old individual tracks, said Rob Hines, director of local education agency projects for the state Department of Public Instruction.

"Prior programs didn't necessarily specify requirements that ensured that the investment made in both time and funding led to a specific outcome such as transfer credit," he said.

Students in private and charter schools and home-schooled students are also eligible to apply for the program, Hines said. They have to meet all the requirements laid out for traditional high school students.

Apart from the requirement changes, Pickett said the new program is simply a restructuring.

"This has just renamed our program," she said. "Students will still have the same kind of access they've always had."
