China's Wen warns "outside forces" off sea dispute (Reuters)

NUSA DUA, Indonesia (Reuters) ? Chinese Premier Wen Jiabao said on Friday that "outside forces" had no excuse to get involved in a complex dispute over the South China Sea, offering a veiled warning to the United States and others not to stick their noses into the sensitive issue.

But Wen also struck a softer line during a summit with leaders of the Association of Southeast Asian Nations (ASEAN) on the Indonesian resort island of Bali, offering $10 billion in loans and lines of credit and saying China only wanted to be friends.

China claims a large swathe of the South China Sea, which straddles key shipping lanes and is potentially rich in energy resources.

Vietnam, the Philippines, Taiwan, Malaysia and Brunei are the other claimants to parts of the sea, and along with the United States and Japan, are pressuring Beijing to try and seek some way forward on the knotty issue of sovereignty, which has flared up again this year with often tense maritime stand-offs.

While the White House says U.S. President Barack Obama will bring up the issue at another summit on Saturday, also in Bali, China has said it does not want it discussed, preferring to deal with the problem bilaterally amongst the states directly involved.

"The dispute which exists among relevant countries in this region over the South China Sea is an issue which has built up for several years," Wen told the ASEAN leaders, according to a copy of his remarks carried on the Foreign Ministry's website (http://www.mfa.gov.cn).

"It ought to be resolved through friendly consultations and discussions by countries directly involved. Outside forces should not, under any pretext, get involved," he added.

Japan has also expressed concern over the dispute, and India has become involved via an oil exploration deal with Vietnam in the South China Sea.

Indonesian Foreign Minister Marty Natalegawa told reporters that China had sent positive signals about further discussing the code of conduct for the waters.

"I think this is an important development," the minister added.

In July, China and Southeast Asian countries agreed on a preliminary set of guidelines in the South China Sea, a rare sign of cooperation in a row that has plagued relations in the region for years.

LOANS AND TRADE

Despite the disagreements over the South China Sea, Beijing has been keen to deepen trade and economic ties with Southeast Asia, and has a free trade agreement with the bloc.

"The China-ASEAN relationship is solidly based and has great potential and a promising future," Wen said.

"China will forever be a good neighbor, good friend and good partner of ASEAN. We will work closely with you to implement all the agreements we have reached to bring more benefit to our people and make greater contributions to peace and prosperity in our region."

To this end, Wen said China would offer ASEAN another $10 billion in loans and lines of credit, including $4 billion of soft loans, on top of a similar pledge of $15 billion two years ago.

China will also set up a 3 billion yuan ($473 million) fund to expand practical maritime cooperation by promoting cooperation in environmental protection, navigational safety and combating transnational crimes, Wen added.

He said that China and ASEAN should step up cooperation in the financial field, by increasing the use of local currency swaps and "encourage the quoting of China's yuan and ASEAN currencies in each other's interbank foreign exchange."

"The world is undergoing profound and complex changes. The global economy may experience uncertainty and instability for a long time to come," he said.

"China and ASEAN should be both confident and sober-minded, keep our destiny firmly in our own hands and advance in the direction we have set to pursue our goal."

PBX1 identified as a new pioneer factor underlying progression in breast cancer

The presence of a new pioneer factor, known as PBX1, can guide the response to estrogen in breast cancer cells according to researchers at Dartmouth-Hitchcock Norris Cotton Cancer Center in results published on November 17 in the open-access journal PLoS Genetics. This research reveals that PBX1 alone can determine the risk of the spread of cancer in patients with estrogen receptor alpha (ER?)-positive breast cancer, which accounts for about two-thirds of all breast cancers diagnosed in North America.

Pioneer factors are an emerging class of chromatin remodelers with the capacity to modulate cellular identity as they set the stage by defining the genomic regions accessible for transcription factors. "Since cancer is characterized by a loss of cell-fate identity, it is not surprising that other pioneer factors have already been characterized as oncogenic factors in breast cancer, but PBX1 is one that discriminates progression," said Dr. Mathieu Lupien, assistant professor of genetics, Norris Cotton Cancer Center, Dartmouth Medical School, who served as principal investigator for the study. Specifically, this research demonstrates that PBX1 directly modulates chromatin compaction at discrete genomic regions to promote the recruitment of the transcription factor ER?, driving the proliferative response to estrogen in breast cancer cells.

"Unfortunately, numerous ER?-positive patients with breast cancer progress to more advanced stages of the disease as they develop resistance to endocrine therapies, which directly target ER?." said lead author Dr. Luca Magnani, post-doctoral scientist.

"This work may rapidly translate to the clinic because PBX1 could likely serve as a prognostic marker for ER?-positive breast cancer progression. It also highlights the potential therapeutic benefit of developing means to antagonize pioneer factors such as PBX1 to prevent breast cancer progression" said Dr. Lupien.

'1,000 Places to See Before You Die' gets a makeover

Do you dream of visiting the world?s greatest cities, seeing the world?s best attractions and spending a night or two in many of the world?s best hotels and inns??

Then you probably have a well-worn copy of "1,000 Places To See Before You Die" on your nightstand. The New York Times bestseller by Patricia Schultz was first published in 2003 and is part guide book/part wish list and chock full of tantalizing tidbits about far-off places.

But both the world, and the way we get around it, has changed quite a bit since 2003. So for the new edition being released today, Schultz has updated and rewritten much of the book, adding 200 new entries, 28 additional countries and 600 color photographs. For those who don?t want to carry around a tome that weighs more than?2 pounds, there?s now an iPad app version of the book, with lots of extras.

As the new edition hits the stands, Overhead Bin caught up with Schultz to discuss how she chose new must-see destinations.

Q: How did you choose what you included in the book?s first edition?
A: Travel is a very personal thing so I rely on my own internal meter. I aimed to fill the book with things and places with a wow factor and a great sense of beauty, history, romance, integrity -- or just plain fun! There was no set formula or pattern regarding what got put into the mix; I just went with what I have seen in my lifetime that I wanted to share, from the grand to the quirky.

Q: What are the main differences between the first edition and this new edition?
A: At first glance, the most visible difference is the appearance of hundreds of beautiful color photographs (the original used smaller black and white photos). The tried-and-true layout of the original book was kept, with what I hope is an evocative description of each place that will get you off the couch, followed by the helpful info of telephone numbers, websites, prices and when-to-go information that includes best weather, but also annual festivals and events that can augment the experience.

Q: Twenty-eight new countries and 200 more pages, but still the title is ?1000 Places ...? Are there really ?just? 1000 places?
A: Yes, it really is 1000 places -- with a few extras thrown in for good measure! The original 1,000 places got rethought, reorganized, rewritten (and of course updated and fact checked), often combining two and sometimes more places more into a single, newly expanded and embellished entry, thus allowing room for well over 200 new entries.

Q: The world has changed a lot in some places since 2003. What are some places that you decided to cut? Any you were particularly sad to see go?
A: The Three Gorges of China's Yangtze River have been partially submerged since its original description in the book and following the recent completion of the river's massive and much controversial dam. The gorges and valley scenery in general is less dramatic than when I first visited in the late 1990s. But it is still very much worth a visit, and with far more comfortable river cruise ships -- so I decided to keep it, with a new write-up that reflects the change.

Christmas in Bethlehem was once an easy trip from Jerusalem and a joyous occasion attended by celebrating visitors from around the world. It is still on my Life List, but the experience is more guarded, the situation more monitored, with far smaller crowds. It can still be a profound visit and the revision explains that. On the other hand, I have eliminated some but not all of the entries in Zimbabwe. It is a beautiful country in the midst of a protracted transition and not ready for tourism as it once knew it not long ago.

Q:? What are some of the reasons you've included some of the new countries and experiences? And what are a few you're especially pleased about?
A: I found the Baltic nations of Estonia, Latvia and Lithuania to be an insightful experience, having experienced all three during one wonderful trip. Many of the countries of the former Soviet bloc had next to no tourism infrastructure when I was researching the original edition. That particular section of the book got an extreme makeover as things have changed hugely since the early '90s. I expanded the entries in Colombia, which has now greatly resolved its troubles and is seeing increased numbers of tourism, as has Nicaragua, hoping to absorb some of the vibrant tourism enjoyed by Costa Rica. The Balkan countries of the former war-divided Yugoslavia -- Slovenia, Croatia and Montenegro -- are now one of the Mediterranean?s most special corners.

Q: How do you imagine people will use the book? At 2 pounds, 5 ounces, it?s too heavy to carry around and, with so many entries, too light on information to serve as the only tour book for any one location. What's the 'just right' use?
A: I hope that it will help expand the reader's horizons, to introduce places they never knew existed or knew little about. I hope it is a source of inspiration for those who travel often and are always interested in new discoveries, and for those who have traveled very little -- and everyone in between. And I hope that people don't take the meaning of the title too lightly: This is no dress rehearsal and the wonders of the world are countless.

Q: Is this book a reflection of your travels or perhaps the travel life you wish for? Were there local collaborators for many entries in the book?
A: Yes and yes! A number of these places make up my own yet-to-see Dream List -- I'd need to be 400 years old to say I have seen them all. For the revision I called upon a remarkable network of friends and colleagues with an enviable expertise about those areas I don't know well. After lots of brainstorming and discussing my tentative list, they helped me sort out the must-includes from the maybes.

Q: And what about that app?
A: It is being offered free with the purchase of the first printing of the book, and for sale after that. The entire content of the book is on the app (for iPads only at the moment), in addition to more than 1,000 color photographs, maps and a forum where you can post questions, recommendations and photos that you can share with your friends and fellow road warriors.

Q: For those of us ready to go someplace now, what are five new places from the book you'd encourage people to see not just before they die, but soon?
A: Lake Bled in Slovenia, the historic quarter of Lviv in Ukraine, the Great Mosque of Djenn? in Mali, Wadi Rum in southern Jordan on the way to Aqaba, and old Quito in Ecuador. I can keep going ...

New York ? Herman Cain and Michele Bachmann give the controversial Bush-era interrogation technique a thumbs up ? and liberals gasp in horror

During Saturday's GOP presidential debate, Herman Cain and Michele Bachmann revived one of the most spirited arguments over the war on terrorism by promising to revive the Bush administration policy of waterboarding terrorism suspects to get them to talk. Sen. John McCain, the GOP's 2008 nominee and a former prisoner of war in Vietnam, said he was "very disappointed" to hear candidates advocating the use of simulated drowning, which both McCain and his former rival?President Obama flatly called "torture." Is it a bad move to embrace a policy that has been at the root of some of the most damning criticism of George W. Bush's presidency?

This made the whole GOP field look bad: "There is no reasonable argument that waterboarding is not torture" ? we prosecuted Japanese officials for doing it in World War II, says Doug Mataconis at Outside the Beltway. Plus, "there's plenty of evidence that it doesn't work at all." The fact that so many candidates are still for it ? Rick Perry likes waterboarding, too ? makes it appear that the entire GOP presidential field has "gone off the rails."

Liberals are just trying to make Republicans sound crazy: The GOP candidates know waterboarding is controversial, says Ken Shepherd at News Busters. They just disagree with President Obama, and view simulated drowning as a legitimate enhanced interrogation technique in certain, limited cases. But instead of simply reporting the news, the pro-Obama, liberal media is trying to use this difference of opinion "to attack the Republican presidential field as insane."

Unfortunately, conservative voters lap this up: "That there's still even 'debate' over whether the United States should engage in torture is a national embarrassment," says Steve Benen at Washington Monthly. But in the post-Cheney GOP, "it's become practically a party norm to support torture techniques that America used to consider unthinkable." Sadly, pledging to revive waterboarding makes you sound presidential to GOP voters, not crazy.

Iran: Dead Guard commander was missile expert

(AP) ? A Revolutionary Guard commander killed in an explosion at an ammunition depot west of Tehran was a key figure in Iran's missile program, the elite military force said in a statement Sunday.

Gen. Hasan Moghaddam was killed together with 16 other Guard members Saturday at a military site outside Bidganeh village, 25 miles (40 kilometers) southwest of Tehran. The Guard said the accidental explosion occurred while military personnel were transporting munitions.

The Guard praised Moghaddam, saying the military force will not forget his "effective role in the development of the country's defense ... and his efforts in launching and organizing the Guard's artillery and missile units," the semiofficial Fars news agency quoted the statement as saying Sunday.

The Revolutionary Guard is a key Iranian military force closely tied to the country's powerful clerics.

Moghaddam headed a "self-sufficiency" unit of the Guard's armaments section.

Iranian officials did not explain why Moghaddam was at the site at the time of the explosion.

Saeed Qasemi, a Guard commander, said Iran owes its missile program to Moghaddam.

"A major part of (our) progress in the field of missile capability and artillery was due to round-the-clock efforts by martyr Moghaddam," Qasemi told the conservative news website rajanews.com.

Another Guard commander, Gen. Mostafa Izadi, called Moghaddam a "founder of the Guard's surface-to-surface missile systems."

An exiled Iranian dissident group, the Mujahedin-e Khalq or MEK, has claimed that the blast hit a missile base run by the Revolutionary guard rather than an ammunition depot.

Lawmaker Parviz Soroori was sure the blast was accidental.

"No sabotage was involved in this incident. It has nothing to do with politics," Soroori was quoted as saying by the parliament's website, icana.ir.

Qasemi said Moghaddam was one of a few Guard commanders favored by Iran's Supreme Leader Ayatollah Ali Khamenei.

"The exalted leader had a special interest in him," he said.

Iran's arsenal boasts missiles with a range of about 1,250 miles (2,000 kilometers) that were designed for Israel and U.S. targets. The missile capability, along with Iran's nuclear program, are among the reasons why Israel considers Iran its most dangerous enemy.

The Revolutionary Guard, Iran's most powerful military force, is in charge of Iran's missile program.

Iran's chief Guard commander, Gen. Mohammad Ali Jafari, and other top officials visited Moghaddam's family Sunday to offer condolences. Moghaddam's body will be buried Monday.
