TOPEKA, Kan. (AP) ? State Department officials could get an earful from critics in two states Monday over the agency's report concluding there are unlikely to be any serious environmental problems with a proposed oil pipeline stretching from Canada to the Texas coast.

The department kicks off this week's series of hearings on the Keystone XL pipeline with meetings Monday in Topeka, Kan., and Port Arthur, Texas. Officials may give a brief statement but don't plan to answer any questions, reserving most of the time for comments from the public ? including environmentalists who argue the pipeline would be a source of "dirty oil."

"We see these as listening sessions," said Kerri-Ann Jones, assistant secretary for the Bureau of Oceans and International Environmental and Scientific Affairs, a State Department agency. "We want to listen and hear what people have to say."

Other meetings have been scheduled this week in Montana, South Dakota, Oklahoma and Nebraska. Even in that deeply conservative state there is growing concern about the pipeline's effect on the Ogallala Aquifer, a vast subterranean reservoir that spans a large swath of the Great Plains and provides water to much of Nebraska and seven other states.

The State Department, which has to approve the 1,700-mile Keystone XL pipeline because it would cross the U.S.-Canada border, is expected to decide by the end of the year. The sessions are likely to focus on the department's final draft of its environmental impact statement on the pipeline, which found that special conditions put on the pipeline would result in a project with a "degree of safety greater than any typically constructed domestic oil pipeline system under current regulations."

The department said on its website that participants at the meetings are encouraged to talk about whether they think the pipeline is in the U.S. national interest. The department also says that its decision on Calgary-based TransCanada's application for the pipeline permit will take into account several factors, including "environmental, economic, energy security, foreign policy, and pipeline safety concerns."

The proposed $7 billion pipeline, which would move tar sands oil from Alberta, Canada, would hook up to TransCanada's existing pipelines and move oil to Oklahoma and the Gulf of Mexico.

Keystone XL has drawn criticism from some who say tar sands oil requires huge amounts of energy to extract and that a spill along the pipeline could cause an environmental disaster.

TransCanada and its supporters say the pipeline would mean tens of thousands of U.S. jobs and more energy security for the country.

"If the activists feel that they're facing an uphill battle, it's because the facts don't support their overheated rhetoric," TransCanada spokesman Shawn Howard said. "It has been shown that the outrageous claims these groups have made aren't true."

Debt Consolidation Alternatives For Worried Borrowers | Get Rid Of ...

As people from all over the world examine their financial situations, they find that they owe more than they can pay. Because credit cards have such high interest rates, borrowers can barely handle the minimum payment, much less make progress toward paying what they owe. Fortunately, there are many debt consolidation solutions which allow borrowers to finance debt at lower interest rates, consolidating high-interest balances into one easier, cheaper package.

Borrowers who consolidate their debts make progress, and find convenience. Because payments from multiple creditors are grouped together, under a low interest rate, borrowers will pay down their principal, instead of hacking away at interest only. Borrowers may transfer balances to zero-interest credit cards. Many credit cards offer teaser zero-percent interest rates, encouraging customers to transfer their high-interest balances to these zero-percent cards. However, borrowers who transfer balances must make sure to make payments on time, and to keep current with their payments. Otherwise, the teaser interest rate will be erased, and will climb to a much higher percentage.

Another choice for borrowers is the debt consolidation loan. Borrowers may take out a personal, unsecured loan (meaning no collateral) to pay off their high-interest debt. To be sure they are getting the best deals, borrowers should calculate their interest and fees on all of their credit card accounts, to guarantee that the consolidation loan actually lowers their rates.

Any method for consolidating debts will require borrowers to do research. Borrowers should compare their options, and choose the option with the cheapest interest rate, the best amount of risk, and the most feasible repayment term. Borrowers must obtain multiple quotes for HELOCs, HELs, credit cards, and personal loans, before making a final choice.

Seventy percent of people end up with the same debt load after two years of consolidation. This means that borrowers should only take out loans if they are at the end of their credit rope, and if they?re sure that they?ll be more disciplined. Borrowers must not feed the reckless spending and careless repayment tendencies, which got them into trouble in the first place.

Borrowers do not have to have stellar credit to obtain loans for debt consolidation. Borrowers simply have to choose lenders who specialize in servicing customers who have a poor credit history. Borrowers have many options for attacking their financial troubles, including tapping home equity, transferring credit card balances, and obtaining consolidation loans.

Early research shows dietary supplement may lower risk of developing type 2 diabetes

ScienceDaily (Sep. 22, 2011) ? UCLA researchers demonstrated that an over-the-counter dietary supplement may help inhibit development of insulin resistance and glucose intolerance, conditions that are involved in the development of Type 2 diabetes and metabolic syndrome, which affect millions worldwide.

In this early preclinical study, a naturally produced amino acid-like molecule called GABA was given orally to mice that were obese, insulin resistant and in the early stages of Type 2 diabetes. Researchers found that GABA suppressed the inflammatory immune responses that are involved in the development of this condition.

According to study authors, GABA helped prevent disease progression and improved glucose tolerance and insulin sensitivity, even after onset of Type 2 diabetes in mice. Researchers also identified the regulatory immune cells that likely direct GABA's activity in inhibiting inflammation.

Researchers note that in the future, GABA taken as a supplement or related medications may provide new therapeutic agents for the treatment of obesity-related Type 2 diabetes and metabolic syndrome.

People who haven't been to Burning Man often assume the festival is full of dreadlocked drug abusers and hippy-dippy crystal worshipers. Yes, those folks are there, in droves. But consider: Larry Page and Sergey Brin, the founders of Google, are big-time Burners (in fact the very first Google Doodle was of the man himself). Rosario Dawson is a regular (and who could not love and respect Rosario Dawson?). Even my own camp featured a few consultants from Bain and McKinsey, a wealth management guy from Goldman Sachs, a patent lawyer, a couple of librarians, and a mechanical engineer.

Why do all these sharp, high-powered, decidedly non-dippy people attend? They go because Burning Man offers oodles of joyful, goofy, thought-provoking fun.

There was, for instance, a snack glory hole. I am not going to explain what a traditional glory hole is. (You can look that up on the Internet?preferably when you are not stationed at a work computer.) As for a snack glory hole, it is a hole in a wall that you press your mouth up to. Some unseen being on the other side of the wall then shoves delicious mystery snacks down your gullet until you say uncle.

There was also a Billion Bunny March. This involved hundreds of people?sorry bunnies, journalistic ethics require me to provide a factual attendance estimate?dressed in bunny costumes, parading together around the city. OK, I hear you saying, cute, fine, whatever. But then people in carrot costumes show up to protest the march! With signs demanding bunny-carrot equality!

At one point I happened upon a wooden pier in the middle of the open desert. It was about 75 feet long, and 20 feet high at its furthest reach. Actual ocean-going yachts (they had been refitted with motorized wheels) pulled up to the pier and docked at it, sometimes three at a time. Passengers would disembark and party on the pier to the thumping sounds of a DJ. Then people hopped back on the yachts?often different yachts than they'd arrived on?and the boats pulled away and sailed off into the desert again.

When there were no yachts at the pier you could go fishing off its edges. A woman handed us a fishing rod with a small toy tied to the end of its line, urging us to dangle our lure and see what we might catch. After a few moments, a dude in a crab costume jumped out from beneath the pier and grabbed the toy in his mouth.

(For no clear reason I could discern, there was a nautical vibe all over the place. A boat shaped like a narwhal was roaming around, as were a flame-shooting octopus, a giant airborne shark balloon, and scores of illuminated jellyfish puppets. Among the smaller maritime craft was a motorized rowboat with "Gone Fistin'" painted on its transom. Even the musical acts joined in: One band played a song called "Shark Attack." When they got to the chorus, accomplices in shark costumes suddenly rushed the dance floor to maul the startled, delighted crowd.)

I went without a watch all week, didn't carry my phone, and never checked the Internet. I just floated around in a spacey, amused bubble, hopscotching from one surreal encounter to the next. One afternoon I went to the Period Bar, where a woman made me press my lips to a plastic vulva. She poured chunky red sangria through this vagina-funnel until my chin was dripping. Moments later, I hopped onto a car shaped like a peacock, with a 17-foot-wide hydraulic tail that could fan out or retract. The topless man and woman in the front seat were pretty clearly on their way to or from some kind of mutual sexual encounter. They dropped me off after a few blocks, inviting me to meet them later at a rave on the other side of the city. When people in my camp chatted about their itineraries each day, the conversation would go something like: "I'm headed to the slingshot tournament. How about you?" "Probably nude dodgeball."

Burners work and plan all year to create this single week of bizarre experiences for each other. They ask nothing in return. Buying and selling are basically forbidden. Even bartering is discouraged. The "gifting economy" relies on everybody contributing and nobody expecting any recompense. It's not a viable model in the real world, but at this event?for just one week?people have successfully eliminated economic competition and want.

I talked to one guy who'd set up a hot dog stand in the desert. He said he'd given away more than 1,000 dogs over the course of the event, working a few hours a day. He was thrilled to do it. Other folks had built a mobile 1950s-style diner, complete with u-shaped counter and round stools. They would drive around in the middle of the night, occasionally stopping to serve coffee and grilled cheese sandwiches to hungry wanderers they encountered.

People in my camp had the foresight to bring s'mores fixings?we roasted marshmallows over a fire in a barrel at a busy intersection, and then doled out s'mores to stoned and tripping Burners who happened by. When I handed a warm s'more to a ravenous woman and watched her devour it with glee, I'm almost certain the transaction gave me more pleasure than it gave her. (I believe there is a wise old aphorism that sums up the relative merits of giving and receiving, addressing which one is better.)

On the Saturday night at the end of the week, the man burns. This moment means different things to different people. The transit of the human spirit. The exultation of pagan ritual. The simple, ancient joy of fire. The culmination of a 150-hour party. Whatever its meaning, it is spectacular?a colossal, billowing inferno, with explosions and face-searing heat blasts, and people cheering and dancing and stripping all their clothes off. At this point, stuff gets crazy.

The man burns.

The partying after the man burns is laced with a wild-eyed, desperate passion. The touchstone of Burner society?and the city's central visual landmark?has been burned to the ground. Order is disintegrating. Other structures will begin disappearing soon, one by one. Time is fleeting. Our little universe is evaporating before our eyes.

That night I ended up on the second story of a bar, looking out over the city and the still-smoldering embers of the man. This bar was lined with velvet banquettes. A DJ spun records in an elevated booth. A packed crowd of beautiful, half-dressed people writhed?obscured by a shimmering dust storm howling through the windows.

A week ago, there had been nothing but empty desert here. Very soon, all this would vanish, leaving nothing but empty desert behind. For just this one night, we danced with the sort of abandon that can only be summoned when a world is ending.

College Education Planning For Today | Business Foundation

Paying for a college education is an expensive proposition?but not an impossible one. Expenses at private universities currently average more than $22,000 a year.1 The annual cost for state colleges averages about $10,000.1 With the right strategies, however, you can go a long way to meeting this challenge, whether your child is still in preschool or already in high school.

An Early Start

If your child is young, establishing a savings plan now can put time on your side. Consequently, you may want to consider the following alternatives to the traditional savings account:

Uniform Gifts/Transfers to Minors Act (UGMA/UTMA) Custodial Accounts

Setting up a UGMA or UTMA custodial account in your child?s name with a mutual fund company and making regular contributions to that account can help you reach your college finance goals and possibly minimize income taxes as well. When deciding on what mutual funds to invest in, choose investments with a potential for high long-term returns, such as growth stock funds. Because these investments pay little or no current income, you may be able to avoid the ?kiddie tax,? which taxes the investment income of children under age 14, above the $1,500 level, at the parent?s or the child?s top federal income-tax rate. Once the child is age 14, all account income will be taxed at the child?s tax rate.

As of 2002, an individual can transfer up to $11,000 per year ($22,000 for a married couple) to a trust or custodial account for each child, free from gift tax. It should be noted that once the child reaches the age of majority (age 21 for an UTMA account and age 18 for an UGMA account), all principal must be distributed to the child and the parent/custodian relinquishes principal and control forever.

Education IRAs

If your income is not too high, you may make a non-deductible contribution of up to $2,000 a year to an Education IRA for each of your children or grandchildren under age 18 (or older, in the case of a special needs beneficiary). Please note that this $2,000 contribution is limited to all sources, meaning that grandparents, parents, aunts, uncles, etc. can all only contribute to one Education IRA per beneficiary. All withdrawals?including investment earnings?that are used to pay the child?s qualified education expenses are income-tax free. The $2,000 contribution limit is phased out with income between $95,000 and $110,000 (individuals) or between $190,000 and $220,000 (married couples filing jointly). Prior to the Economic Growth and Tax Relief Reconciliation Act of 2001, the definition for qualified education expenses only included those expenses that pertained to post-secondary higher education. However, with this new tax law, qualified education expenses now include expenses associated with elementary and secondary tuition or expenses. This means that a parent can use funds established in an Education IRA to pay for tuition or expenses for a private elementary or high school.

Section 529 of the Internal Revenue Code authorizes two types of tax-favored qualified tuition programs:

Education Savings Accounts

This is the more commonly used type of qualified tuition plan. Unlike prepaid tuition accounts, only states may sponsor education savings accounts. State-sponsored accounts provide you with a potential tax-free way to invest for a child?s college education. The designated beneficiary must be a member of your family. A change in beneficiary is not treated as a distribution from the plan and is not subject to income tax if the new beneficiary is a member of the family of the old beneficiary. In addition, a change in beneficiary will not result in a taxable gift if the new beneficiary is a member of the family of the old beneficiary and is assigned to the same generation as the old beneficiary. If the new beneficiary is assigned to a lower generation, (e.g., beneficiary changes from your child to your grandchild) the change will be treated as a gift from the old beneficiary (your child) to the new beneficiary (your grandchild).

Beginning in 2002, funds withdrawn and used to pay qualified higher education expenses from state-sponsored plans will be exempt from federal income tax. Qualified distributions from plans sponsored by private institutions will be tax-exempt beginning in 2004. Unlike pre-paid tuition plans, funds in these plans generally can be used for expenses at any qualified school nationwide or, in some cases, outside the U.S. Furthermore, funds do not have to be used solely for college or university expenses. If your son or daughter decides not to go to college, funds from these plans can be used to pay for expenses associated with a qualified trade or technical school as well. In addition, it should be noted that your choice of 529 plans is not limited to the state you live in or the state in which your child wants to go to college.

If a contribution to a beneficiary?s account, in one year, exceeds the $11,000 annual gift tax exclusion, you may elect to take the aggregate contribution into account ratably over five years beginning with the year of the contribution. Therefore, a maximum of $55,000 per person may be contributed free of gift tax under this election ($110,000 for married couples). Maximum contribution limits are dependent upon the annual cost of attending the most expensive school in the sponsoring state (including tuition, fees, room and board) multiplied by seven. Depending upon the sponsoring state, this amount can range from $100,000 to upwards of $250,000. If the combined balance of all accounts for a single beneficiary is below the maximum contribution limit, the beneficiary is eligible to receive further contributions up to this limit. If you die before the end of this five-year period, the contributions allocable to periods after death are included in your estate. Other than this exception, an education savings account should not be included in your estate.

Beginning in 2002, money can be transferred tax-free from one qualified tuition program to another qualified tuition program for the same beneficiary. If the beneficiary decides not to attend college or trade school or receives a full scholarship, the donor has the option of changing the account beneficiary to another family member. Family members include the beneficiary?s parents, spouse, siblings, first cousins, children, nieces, nephews and their spouses. If you have no other beneficiary to give the money to, you are allowed to get that money back. However, all nonqualified distributions, such as refunds back to the donor, are subject not only to income tax at the donor?s rate but also to a penalty tax equal to 10% of the earnings in the account.

Some are fairly rigid with respect to the way in which the contributed money has to be invested, while others are much more flexible in the investment choices you can make. The Lifetime Learning Credit is available for up to $1,000 of qualifying expenses paid for each additional year of education (20% of a maximum of $5,000 in expenses). The Lifetime Learning Credit will increase to $2,000 beginning in 2003 (20% of a maximum of $10,000 in expenses). The Lifetime Learning Credit and the Hope Scholarship Credit cannot be used for the same person in the same taxable year. However, the taxpayer may use the Hope Scholarship Credit for one student and the Lifetime Learning Credit for other students in the same taxable year. Both of these credits are phased out with modified adjusted gross income levels between $40,000 and $50,000 for individuals and between $80,000 and $100,000 for married couples filing jointly.

New Above-the-Line Deduction for Higher Education Expenses

For tax years beginning after 2001 and before 2006, eligible taxpayers will be able to claim an above-the-line deduction for qualified higher education expenses. The maximum allowable deduction will be $3,000 in 2002 and 2003 and $4,000 in 2004 and 2005. The deduction is, however, subject to certain income limitations?$65,000 adjusted gross income (AGI) for individuals and $130,000 AGI for married couples. During 2004 and 2005, the deduction is $5,000 for those above the AGI limitations noted, but below $80,000 AGI for individuals and $160,000 AGI for married couples. The deduction may also be unavailable or limited if other education tax benefits are utilized for the tax year, like the Lifetime Learning Credit or Hope Scholarship Credit. Furthermore, this provision is not available after 2005.
